Starting June 1, 2009, the City of Los Angeles and its Department of Water and Power began much needed water conservation efforts. The problem is, that the new rules are designed around the same green lawns that the DWP is recommending for us to replace with drought tolerant landscaping that does not do well with the same water schedule as lawns. Further, the DWP is not allowing the extra water necessary to establish this new drought tolerant landscape. You are better off keeping the water inefficient lawns until the current situation changes because you won't be allowed to establish the water conserving landscape and it will become bare ground.
To summarize, the DWP wants us to plant lower water using plants, but won't allow us the extra water needed the first year to establish their tiny deep roots.
